Flooding threat: Emergency declared in South Carolina

President Barack Obama has declared a state of emergency in the US state of South Carolina amid heavy rain that could lead to flooding across the east coast.
The situation is expected to worsen with the arrival of Hurricane Joaquin in the Caribbean, a category 4 storm. Though the storm will not hit the US coast, it will contribute to the heavy rainfall.
In Charleston city, many streets wore a deserted look and sandbags were piled up.
