Second minister resigns over Portugal austerity drive

Portuguese Foreign Minister Paulo Portas announced his resignation on Tuesday, a day after the finance minister.
Portas, a key figure in the center-right coalition, was responsible for overseeing cuts after Finance Minister Vitor Gaspar stepped down on Monday.
In his resignation letter, Portas stated he disagreed with Prime Minister Pedro Passos Coelho's austerity measures.
Portugal has been in recession for the last two years. Its economy is expected to contract by 2.3% this year.
