NSA can spy on offline computer

NSA interviews and documents reveal that the agency has the ability to spy on people's computers even if they are offline.
Reports suggest that the NSA has installed software into about 100,000 devices, which allows it to do so. Mexican drug targets, EU trade bodes and the Russian and Chinese militaries are the agency's surveillance targets.
Secret radio frequency is used for the surveillance program and the NSA mentioned that it only focuses on "valid foreign intelligence targets" and doesn't use "foreign intelligence capabilities to steal the trade secrets of foreign companies on behalf of - or give intelligence we collect to - US companies to enhance their international competitiveness or increase their bottom line."
