The city is the county seat of Santa Cruz County and is Arizona's largest international border town. It is known in O'odham (Papago) as No-wa:l. The citizens of Nogales elect the Mayor, Vice-Mayor and City Council to look after the affairs of the city. It also has a citizen's charter framed, adopted and ordained in the name of the citizens of Nogales to act as guidelines for the government. Economy of Nogales is based on agribusiness and produce distributors, all of which comes from large farms in the Mexican agriculture belt.
