The organization of counties is addressed in the Washington State Constitution’s Article XI. As per the state constitution, a new county must have a population of at least 2,000 people. A petition is required for altering a county area from a majority of registered voters. While the state capital (Olympia) is located within Thurston County, the largest city (Seattle) is located in King county.
