Unlike most states in the U.S., Alaska is not divided into counties; instead, it is divided into boroughs. Alaska is divided into 1 Unorganized Borough and 19 organized boroughs. The region not part of any organized borough is called the Unorganized borough. The “Unorganized Borough” covers over half of Alaska’s area (970,500 km2). The U.S. Census Bureau, in cooperation with the state, further divides the Unorganized Borough into 11 census areas in the state for the purpose of statistical analysis. Census areas and Boroughs are treated as county-level equivalents by the Census Bureau. The 16 boroughs of Alaska cover the more densely part of Alaska and function similarly to counties in other states. Organized boroughs can be further divided into four different classes: unified home rule, Non-Unified home rule, first-class and Second class.

Largest and the Smallest Borough in Alaska

The north slope borough is the largest organized borough in Alaska, covering an area of 88,824 square miles (230,050 km2), and the smallest is the Skagway borough covering an area of 434 square miles (1,120 km2). Of the census areas of Alaska, Yukon-Koyukuk has the largest area-145,576 square miles (377,040 km2)and the smallest census area, Aleutians west, covering 4,393 square miles (11,380 km2). Population, wise Anchorage is the most populated organized borough, and Yakutat is the least populated organized borough. Beth is the most populated census area in census areas, and Hoonah-Angoon is the least populated census area. The state of Alaska has six consolidated city-Borough governments:




  • Juneau City and Borough 
  • Skagway Municipality
  • Sitka City and Borough 
  • Yakutat City and Borough 
  • Wrangell City and Borough 
  • Municipality of Anchorage
