The
Executive of Panama is one of the most important components of the Panama government and politics. The executive branch was initially bestowed with maximum power, which was later decreased in the process of reforming the constitutional clauses. Inspite of this change in power, the executive branch persists to be a dominant part of the Panama Government.
The Executive of Panama comprises of the Panama President and the two Vice Presidents. Adding up to them are the twelve state ministers, who combine to form the Panama Cabinet council. These officials again consolidate with officials like attorney general, FDP commander, the Legislative Assembly President, the solicitor general, director generals of the state agencies that are both autonomous and partially autonomous and the president of the provincial councils, to make up the General Council of State. The General Council of State functions as an advisory body for the Panama government.
The President and the Vice Presidents are elected for a tenure of five years and their eligibility is adjudged by their nationality. The presidential candidates have to be native born and should be over 35 years of age. If the Panama President resigns or is removed from the office, it is the first vice President who succeeds him. The functions of the Panama president include the appointment or removal of the ministers of state and appointment of one of the three Electoral Tribunal members. The other functions of the President include maintaining public order and conducting foreign relations.
The Executive of Panama also includes the election procedure of the FDP high command, preparation of budgets, contract negotiation for public activities and granting pardons to convicts. These operations are jointly conducted by the president and the cabinet members assigned to administer the different aspects of the government. The ministers of state include the minister of agriculture, commerce and industries, labor and social welfare, health and housing, government and justice, finance and foreign relations.
