Executive of Estonia

Estonia is a parliamentary democracy with the main power residing with the legislature of the country. The legislature or the Riigikogu elects the cabinet where the authority of Estonia Executive lies. The Executive of Estonia consists of the body of the Prime Minister and cabinet of ministers. The highest Executive of Estonia is the Prime Minister of the country. The president however has limited executive power. The cabinet consists of Prime Minister and the following Ministry:

  • Ministry of Population Affairs
  • Ministry of Regional Affairs
  • Estonian Minister of Regional Affairs
  • Ministry of Foreign Affairs
  • Ministry of Social Affairs
  • Ministry of Internal Affairs

  • Ministry of the Environment
  • Ministry of Defense
  • Ministry of Justice
The president is elected by Riigikogu and comes to power for a period of about five years. If the president fails to secure two thirds of the majority votes, then an electoral assembly elects the president. The Prime Minister is nominated by the president of Estonia. The Prime Minister, the actual head of the state does not head any ministry but is the supervisor of the work of the government. The main work of the cabinet is to implement the domestic and foreign policies and to co-ordinate works of the government institutions.

In the absence of the Prime Minister, the President of Estonia takes over the charges of the executive. The president's roles as an Executive in Estonia are:
  • Veto a bill
  • His Signatures are required to appoint Ministers of the Government
