From the very beginning the government of Monaco was controlled by the Prince of Monaco. But in the year 1911, with the creation of the Constitution the Prince lost his despotic rule and the princedom became a constitutional monarchy. From now onwards, although the Prince continues to be the head of the government and state, but some of his original power of early days is degenerated to numerous legislative and advisory bodies. After that in the year 1962 Monaco adopted a new constitution. According to the new constitution of 1962

Monaco government in assistance with a cabinet, a minister of state and the National Council.
As per the constitution of Monaco the prince can formulate the legislation but all laws formulated by him must get an approval from the National Council. The executive branch of Monaco government which is known as the Council of Government works under the authority of the prince of Monaco. The legislative branch of Monaco government which is known as the National Council includes twenty four members and all the members of this council are elected by popular vote.
