Rwanda and Burundi located in Central Africa are neighboring countries. The two major ethnic groups residing in these countries include the Hutus and the Tutsi. Rwanda and Burundi from the very early times have had a strained relation due to the conflicts between the two countries. The root cause behind the conflict is the cross border economic relation and cross border insurgency that both the countries have been subject too.
The regional conflict that exists in this region has been a cause of concern due to the implications of such a conflict. Rwanda and Burundi from the very beginning had been characterized by the presence of Hutu majority.However, in Burundi there existed a Tutsi government that was controlled by the army for a long span of time. Ngendandumwe was appointed as the first Prime Minister in 1965. But he was soon killed by a Tutsi extremist. The presence of such a situation of unrest between the Tutsi and Hutu has given rise to unrest in Rwanda and Burundi.
Rwanda and Burundi situation has drawn worldwide attention and attempts are being made to come up with strategies that would improve the present situation. Measures have been taken by both the governments to check insurgency. In 1997, the Rwandan government adopted a new approach towards insurgency which did help. Due to this the Northwest parts of Rwanda for time time faced stability.
Both Rwanda and Burundi today are adopting reform measure even in the administrative structure with the aim of bringing in more stability.
