ASEAN Council on Petroleum (ASCOPE) is an organization which is mainly created to deal the petroleum matters of the ASEAN countries. The main objective behind the establishment of ASCOPE is to develop a cooperation in the arena of petroleum transaction.

History of Development:

ASCOPE was established on 15th October, 1975. ASEAN Council on Petroleum (ASCOPE) came into existence by the signing a declaration and MoU by five countries. They are: Indonesia, Malaysia, Philippines, Singapore and Thailand. Later Brunei joined in 1985, Cambodia and Myanmar joined in 2001. ASCOPE is located at:

Aims and Objectives:

ASCOPE tries to develop a cooperation in order to help the petroleum producing countries, by increasing their potentiality through a mutual help. The fundamental aims and objectives of ASEAN Council on Petroleum (ASCOPE) are:

  • To develop mutual interaction and collaboration among the ASEAN countries to safeguard their interest in petroleum transaction
  • To utilize the petroleum rationally
  • To promote research and various survey studies in the field of petroleum
  • To maintain a cordial relation with other petroleum associations like OPEC etc.

Organizational Structure:

ASEAN Council on Petroleum (ASCOPE) is headed by the ASCOPE Council comprised of the head of the member countries. Under this ASCOPE Council there is ASCOPE national Committees or AGC governing Council. These two bodies are responsible to the ASCOPE Secretariat. The present ASCOPE Secretariat is Mr. Zainal Abidin Matassan. There are several BDC’s under these bodies. They are:

  • Exploration and production BDC
  • Processing and refining BDC
  • Training and marketing BDC
  • Technology ans services committee
  • TAGP task force

Activities and Services:

Among various activities of ASEAN Council on Petroleum (ASCOPE) three main functions are:

  • Hosting of Meeting in periodical basis
  • Maintaining a cordial relationship with other international organization
  • Preparing ASCOPE reports
  • Safeguarding the interest of ASCOPE Members

ASEAN Council on Petroleum (ASCOPE) is an international body open for all ASEAN member trying to maintain the global economic as well as political interest of the member countries.
