The best time to visit Bali is indeed the time around the Caka New Year - the Ngembak Geni. The day before the New Year, the Balinese observe a day of silence, the Nyepi. Though primarily a Hindu observance all Balinese people including tourists abstain observe the Nyepi - the island shuts down. The next day Balinese celebrate the New Year with renewed vigor and delight. Families gather for feasts and merrymaking with dance and music
highlighting the celebrations. The Melasti Ritual is performed 3 days before the Nyepi and on the day before the silence, the ogoh-ogoh dolls are paraded and burned in the Bhuta Yajna Ritual.

Commune
