US official: ISIS declares state of emergency in self-declared capital

US military personnel who have been keeping track of ISIS' social media and news reports believe that the militant group has declared a state of emergency in its self-declared capital Raqqa. Reports claim that militants are moving around the city making arrangements for an inevitable showdown by building covers to protect themselves from air raids and provide shelter from gunfights. Syrian Democratic Forces, along with Syrian Arab Coalition, are closing in on the capital and the move is in response to the imminent threat posed by the coalition forces on the ISIS stronghold.
