Ukraine ceasefire: Government, rebels dither on arms pullout

Despite a deadline that ended on Monday, Ukraine’s government forces and pro-Russia rebels have not started withdrawing heavy arms from the front line as fighting continues in the besieged town of Debaltseve.
Both sides had to begin the pullout of the weapons within two days after the ceasefire came into force.
The government said that the pullout can’t begin until fighting ceases in Debaltseve. According to the rebels, the agreement cannot be applied to the town as it is surrounded.
Separatists have offered a safe passage to Ukrainian forces holed up in the town.
