Skyscraper in Spain without an elevator

A newly built 47-story skyscraper in Spain only has one elevator for its first 20 floors since designers forgot to make room for an elevator shaft.
The project had been a mess from the beginning judging by the missed deadlines, accidents, and so on. The skyscraper was supposed to be only 20 floors tall but the messy design got lost after the developers increased the building to 47 floors.
The building has already sold 35 percent of its apartments and its not clear how the elevator issue will be resolved.
