Obama wasn't aware NSA spies on world leaders

US officials told the Wall Street Journal that President Obama didn't approve of the monitoring of the phones of 35 world leaders. In fact, he wasn't even aware of these activities until the Edward Snowden leaks.
Obama requested a review of these activities and ordered NSA to stop snooping around on some of the leaders but not all since they provide useful intelligence.
The Journal doesn't know the names of the leaders who remain on the list but Angela Merkel is definitely not one of them. However, some of her conversations could still be heard since leaders communicate with one another and it's possible that Merkel talks to someone who remains on the list.
The White House mentioned that it won't "comment publicly on every specific alleged intelligence activity."
