International efforts to sign a ceasefire were renewed on Wednesday following a night of Israeli air strikes in Gaza and Hamas rocket attacks.
U.S. Secretary of State Hillary Clinton is visiting the West Bank as well as Cairo later in the day after talks with Israeli leaders.
Palestinian sources had suggested a truce would be announced on Tuesday but Israel said no deal had been signed.
Around 136 Palestinians and five Israelis have been killed since the violence began eight days ago.
On Tuesday alone, at least 20 Palestinians and two Israelis died.
