UK: Ambitious plan to modernize Network Rail delayed

Britain’s conservative government has said that it will either delay or cut back several rail modernization projects.
Patrick McLoughlin, the UK transport secretary, said that the £38.5-billion plan to modernize the Network Rail had become untenable owing to missed targets and rising costs.
McLoughlin sought to put the blame on Network Rail for not correctly estimating the time and costs of the improvements.
The plan has been described as the country's largest railway modernization project “since Victorian times.”
