More importantly, it is going to be Trump\u2019s first overseas tour after his Senate acquittal in his impeachment trial. The Ministry of External Affairs\u2019 spokesperson, Raveesh Kumar, has said that India is eagerly waiting for the US President Donald Trump\u2019s visit as that will strengthen India\u2019s global strategic ties.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Reports say that the US President Trump and the First Lady Melania Trump will first visit Gujarat\u2019s Ahmedabad, followed by Uttar Pradesh\u2019s Agra. Reports say that the \u2018Namaste Trump\u2019 event in Gujarat\u2019s Ahmedabad will be of a similar zeal, gala, and grandeur as the \u2018Howdy Modi\u2019 event held in Houston in September 2019. The couple will then travel to Delhi in the evening for official reception and bilateral talks.<\/span><\/p>\n<h2 style=\"text-align: justify;\">US and India\u2019s Official Statements on Trump\u2019s Visit to India<\/h2>\n<h3 style=\"text-align: justify;\">White House Statement<\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">In a statement earlier this month, the White House had\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">announced the travel plan<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0of the US President Donald Trump and US First Lady Melania Trump to\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">New Delhi and Ahmedabad<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0with particular emphasis on visiting \u201cPrime Minister Modi\u2019s home state of Gujarat.\u201d This is the first time that a US President is visiting Gujarat directly on tour.<\/span><\/p>\n<div id = \"mapsofworldv2\"><\/div>\n<h3 style=\"text-align: justify;\">Indian Statement<\/h3>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">After the White House\u2019s announcement, the\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">Indian Ministry of External Affairs promptly confirmed<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0the visit with a statement saying: \u201cThe global strategic partnership between India and the US is based on trust, shared values, mutual respect, and understanding.\u201d The Indian statement went on to say that under the leadership of Prime Minister Narendra Modi and US President Donald Trump, the relationship has further evolved in all areas, including \u201ctrade, defense, counter-terrorism, energy, coordination on regional and global issues as well as people-to-people ties.\u201d<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">How is the US looking at President Donald Trump\u2019s visit to India?<\/span><\/h2>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Alice Wells, Acting Assistant Secretary of State for South and Central Asia, has recently acknowledged that the close partnership between the two countries is growing stronger day by day, and the relationship is going to be even warmer as \u201cModi hosts Trump later this month.\u201d Alice also said that India is at the heart of the Indo-Pacific region and increasingly becoming prominent in the global stage. That\u2019s why the US is looking\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">\u201cforward to partnering with India at every step of the way.\u201d<\/span><\/em><\/strong><\/p>\n<h2 style=\"text-align: justify;\">Will there be a Trade Deal between India and the US?<\/h2>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Though everyone expected the finalization of a trade deal between the United States and India, US President Donald Trump has downplayed the expectation of such a deal.<\/span><\/p>\n<p style=\"text-align: justify;\"><em><span data-preserver-spaces=\"true\">Trump said that the US is going to have a very big trade deal with India later but not during his India visit. In his own words: \u201cI don\u2019t know if it\u2019ll be done before the election, but we\u2019ll have a very big deal with India.\u201d<\/span><\/em><\/p>\n<h2><span data-preserver-spaces=\"true\">\u00a0What are the Pain-Points in the US-India Relationship?<\/span><\/h2>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Many experts have started questioning whether the Trump administration\u2019s insistence\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">on lessening trade deficit and negotiating trade demands is jeopardizing the broader Indo-US strategic bilateral partnership<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">, which has been built over the last 20 years.\u00a0 \u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The US administration, starting with George W. Bush and continuing under Barack Obama, has stressed on the need for a strategic partnership with India mainly to counter the growing influence of China in the Indo-Pacific region. However,\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">Trump is browbeating publicly over India\u2019s price issues<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0related to walnuts, Harley-Davidsons, and many other trifle matters.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">main problem of the US administration regarding India<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0is well summarized by an India-expert named Ashley Tellis at the Carnegie Endowment for International Peace. Ashley has zeroed down the issue to the US administration\u2019s lack of an integrated policy towards India. This lack of an integrated policy has made it open for the US national security officials to have their own views on India\u2019s position in the comprehensive Indo-Pacific strategy of the United States.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">Obama administration had accelerated the improved bilateral relationship<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">, mainly based upon closer defense cooperation between the two leading democracies of the world. The erstwhile Obama regime had built defense cooperation with an emphasis on naval cooperation along with increased arms sales. This notion of strategic cooperation has remained the guiding force of the strategic partnership between the US and India.<\/span><\/p>\n<p style=\"text-align: justify;\"><em><span data-preserver-spaces=\"true\">However, this sense of the strategy has crossed paths with the\u00a0<\/span><\/em><strong><em><span data-preserver-spaces=\"true\">current US trade officials\u2019 obsession with trade deficits<\/span><\/em><\/strong><em><span data-preserver-spaces=\"true\">, as guided by the US President Donald Trump\u2019s insistence on reducing the gap of trade deficit.<\/span><\/em><span data-preserver-spaces=\"true\">\u00a0<\/span><em><span data-preserver-spaces=\"true\">In the current Trump regime, the US administration is focused on the\u00a0<\/span><\/em><strong><em><span data-preserver-spaces=\"true\">narrow list of opening up the Indian market, without addressing the bigger picture of an Indo-US strategic partnership<\/span><\/em><\/strong><em><span data-preserver-spaces=\"true\">.<\/span><\/em><strong><em><span data-preserver-spaces=\"true\">\u00a0<\/span><\/em><\/strong><\/p>\n<h2 style=\"text-align: justify;\">Recent Steps taken by both the US and India before US President Trump\u2019s Visit<\/h2>\n<h3><span data-preserver-spaces=\"true\">Steps taken by the US Administration:<\/span><\/h3>\n<ul>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The US President Donald Trump has called India \u201c<\/span><strong><em><span data-preserver-spaces=\"true\">tariff king<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u201d along with other epithets. While\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">saying that India hasn\u2019t treated the US very well<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">, Trump stressed his likings by saying, \u201c<\/span><strong><em><span data-preserver-spaces=\"true\">I happen to like Prime Minister Modi a lot<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">.\u201d<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Despite his likings for the Indian PM, the\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">Trump administration (United States Trade Representative or USTR) has removed India from the list of preferential developing countries<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">, which are exempt from US CVD (Countervailing Duty) investigations into whether their exports are unfairly subsidized and are likely to harm American industry.\u00a0\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">USTR has said that their earlier guiding principles were created in 1998, which have become outdated now. In a federal notice, the USTR has stated that they have now decided to declare a country developed if its share of the world trade is 0.5% or more. As India\u2019s share in global exports in 2018 was 1.67% and that of global imports was 2.57%, the USTR has declared India a developed country and eliminated it from the preferential developing countries\u2019 list.<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Step was also taken just a week before Trump\u2019s visit to India. It can hardly be considered friendly as it\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">makes India ineligible for preferential treatment in certain global trade practices<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">. When India asked the US about such a decision, and especially its timing, a US insider reportedly said that it would be better to wait until Trump\u2019s two-day visit to India.<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Donald Trump has mentioned that he is\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">expecting a grand spectacle<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0during his two-day visit to India, as Indian PM Narendra Modi told him. Trump and Modi are expected to inaugurate the Motera stadium (which is going to be the largest stadium in the world). According to the US President, it is still \u201csort of semi under construction\u201d. Trump said that he is\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">expecting seven million people during his commute\u00a0<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">from the airport to the stadium. He concluded by saying: \u201cSo it\u2019s going to be very exciting.\u201d<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">From the remarks made by US President Trump, it is virtually confirmed that\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">he hopes for a grand spectacle<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0during his visit to India.Trump\u2019s recent comment also indicates that there will be\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">a modest outcome of deliverables<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0from this two-day visit.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><em><span data-preserver-spaces=\"true\">India has also made it clear that the coveted trade deal is not going to happen anytime soon<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">, leave alone during the visit of the US President. The trade deal is not possible currently\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">as the US insists India to open up its already vulnerable farm and dairy sectors<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">. There are also other contentious issues that the two sides haven\u2019t been able to resolve despite carrying out months of negotiations.\u00a0\u00a0<\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Last week, the US State Department had approved an Indian request of procuring an\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">Integrated Air Defense Weapon System<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0at an estimated cost of $1.87 billion for strengthening its defense ties. The processing of this deal is expected to move forward in the next one-year time.<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">A\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">senior US Congressional delegation<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0led by Ami Bera (a Democrat and chairman of the House Committee on Asia and Asia Pacific) and George Holding (belonging to the Republican Party) met foreign secretary Harsh Shringla as well as other senior members of the Indian government just days before the scheduled 2-day India-tour of the US President Donald Trump.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Ami Bera has reportedly expressed his concerns regarding the continued detentions of political leaders in Kashmir and urged the Indian government\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">to return normalcy in Kashmir<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">. While talking to the media, the Democrat leader said that he lauds the Indian government\u2019s gesture of allowing the US ambassador to visit Kashmir. However, Ami Bera has also\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">urged the Indian government to take a US Congress delegation to Kashmir<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">.<\/span><\/p>\n<h3>Steps taken by the Indian Administration:<\/h3>\n<ul>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The Information and Broadcasting Minister Prakash Javadekar said that\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">a plan of signing an initial agreement (MoU) with the US on IPR (Intellectual Property Rights) had been secured<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">\u00a0at a cabinet meeting (presided by PM Narendra Modi) on February 19, 2020. The approval comes just days ahead of the US President Donald Trump\u2019s 2-day visit, starting on February 24, 2020.<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">Approving the plan of signing an initial pact on IPR, the Modi government is relenting to the long-term US pressure of strengthening protection for intellectual property, which has long been a leading bone of contention between the two countries during trade talks.<\/span><\/li>\n<li style=\"text-align: justify;\"><strong><em><span data-preserver-spaces=\"true\">India is gearing up to project itself to the US companies as the preferred business destination for investment\u00a0<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">as the US companies are finicky about the existing IPR-related laws in India.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">However, many\u00a0<strong><em><span data-preserver-spaces=\"true\">experts also warn<\/span><\/em><\/strong><em><span data-preserver-spaces=\"true\">\u00a0that India should be cautious in dealing with the IPR issue <\/span><\/em>with the US as the latter has tried to pressurize India into dropping the Indian Patents Act\u2019s Section 3 (d) through its Special 301 report. Section 3 (d) of the IPA denies patents on products that are not significantly different from their older versions. India must also be cautious as the US is opposed to manufacturing patented-drugs\u2019 copies in cases of national emergencies (which is allowed by the global trade rules).<\/p>\n<ul>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\"><span data-preserver-spaces=\"true\">The Cabinet Committee on Security (CCS), which is headed by PM <\/span><\/span>Narendra Modi, has cleared <strong><em><span data-preserver-spaces=\"true\">the procurement of 24 American MH-60R Seahawk multi-role helicopters for the Navy<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">. The proposal of procuring these helicopters (manufactured by the Lockheed Martin group) that are equipped with Hellfire missiles and torpedoes was approved by India\u2019s former defense minister Nirmala Sitharaman last year.<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">To strengthen US-India defense ties, the US State Department had approved to sell these American helicopters along with radars, 10 AGM-114 Hellfire missiles, and torpedoes last year. The procurement will be done through FMS (Foreign Military Sales) route from the US government. This deal is likely to be signed during the 2-day visit of Trump to India.<\/span><\/li>\n<li style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The Ministry of External Affairs spokesman, Raveesh Kumar, has said that\u00a0<\/span><strong><em><span data-preserver-spaces=\"true\">India will not rush into a trade deal with the US\u00a0<\/span><\/em><\/strong><span data-preserver-spaces=\"true\">that is not beneficial for both the countries.
