Very little power is vested with the local government of Zaire. Zaire is actually a unitary state with a centralized government system. Basically the President is the chief of the state and the Prime Minister is the head of the state. The local government of Mobutu in Zaire looks after the population census, controls their movements, issues identity cards and imposes taxes on them.
Earlier labels were attached to the administrators and the administrative units, which carried out these simple chores. But these labels have changed with the passing of time and the structure of the local government in Zaire has changed. The local governments still operate in Zaire but insignificantly. Its influence has also diminished with the passage of time. In Zaire, the relationship of its citizen with the government represents the one prevalent in the Belgian era.
