One has hardly come across the presence of political parties in Vietnam as the political scenario has been completely dominated by the Vietnamese Communist Party from the very beginning up till the present times. The Vietnamese Communist Party has followed on the trails of the Indochinese Communist Party and has been its successor after the latter ceased to exist. For a period of six years till 1951, the party functioned in secrecy. It re emerged as the Vietnamese Workers Party. It acquired its present name in 1976 following the unification of Vietnam. The Vietnamese Communist party comprises of a Central Committee. The Central Committee elects the secretariat who is responsible for the regular operations of the party and the Politburo, which is the chiefly responsible for framing policies. The Communist party of Vietnam controls the elections to the local and national governmental offices. In 1992, independent candidates contested the elections in Vietnam after they were granted permission by the communist party. Women held a considerable number of seats in the National Assembly in May 2000. They, however, struggled to make it to the top brass. In the 2002 elections, again some independent candidates contested the elections. But the Communist Party won convincingly by acquiring almost 90% of the total seats. The rest were won by the independent candidates.
