In the year 2004, Indonesia along with East Timor had set up a joint commission to look into the details of the genocide that took place in the year 1999. The East Timor Commission reveled that few number of people were punished in the mass murder. Helped by the militias of Indonesia, the local gangs led a fresh violence in the country. The decision to make the East Timor Commission based on Truth and Friendship was created when Indonesian President Susilo Bambang Yudhoyono had a meeting with East Timor President Xanana Gusmao in Bali.
The ministers of both countries, Hassan Wirajuda of Indonesia and Jose Ramos Horta from East Timor discussed the issue at length with UN Secretary-General Kofi Annan. Establish ment of the East Timor Commission was discussed privately between the ministers. The East Timor Commission was mainly created to shed light on the actual facts of the genocide, which occurred in 1999. To start the East Timor Commission they needed external assistance.

Recently it is being reported that the UN will boycott the East Timor Truth Commission if amnesty is granted to the violators of the human rights. According to them, the UN cannot support criminals engaged in mass murder. The U.N. and Timorese officials have named many perpetrators engaged in crimes like rapes, murders including highly posted Indonesian military personnels. But unfortunately the cases are still pending for justice. The chairman of the East Timor Truth Commission, Benyamin Mangkudilaga, said that decisions are to be taken about granting amnesty to the violators. The Commission of Truth and Friendship was mainly created to improve the bilateral relations between the two nations Indonesia and East Timor.
