Serbia and Montenegro were part of the Kingdom of Serb, Slovenes and Croats that was formed during the World War I and was later renamed as the Kingdom of Yugoslavia.
Kingdom of Yugoslavia
Serbia annexed Montenegro and they both came to be known as the Kingdom of Kingdom of Serb, Slovenes and Croats. Kingdom of Serb, Slovenes and Croats was later renamed as the Kingdom of Yugoslavia in 1929. The Serbian Prime Minister Nikola Pasic became the first Prime Minster of the Kingdom of Yugoslavia.
Serbia Montenegro
However, after the Second World War, the situation in the Kingdom of Yugoslavia began to change. After the Second World War, the Kingdom of Yugoslavia was established as a communist state under the leadership of Josip Tito. After the death of Josip Tito, nationalist and ethnic started to crop up in the kingdom, and this was followed by the withdrawal of most of the territories from this kingdom. Only, Serbia and Montenegro continued to be the part of the Kingdom of Yugoslavia.
Sovereign State of Serbia
Even though Serbia gained independence on 11th of April, 1992, it remained a part of the Federal Republic of Yugoslavia. The Federal Republic of Yugoslavia established the Union of Serbia and Montgomery by adopting a charter on 4th of February, 2003, this was followed by the declaration of independence by Montgomery in the year 2006 and as a result Serbia also became a sovereign state because it was in union with Montgomery. This led to the formation of the Republic of Serbia.
Thus, it can be concluded that the relation between Serbia and Montenegro has been crucial for both the countries.
