Rwanda elections are held on three consecutive levels of Rwanda. All the Rwanda elections are of national level that elects a President and a Prime Minister nominated by the President. The Parliament has two chambers, the Senate and the chamber of Deputies. The Senate has twenty six members elected for the period of eight years. Twelve members of the senate are elected by the sectoral councils and provincial councils. The President appoints eight members to represent the minorities, four by the forum of Political Formations and two members are elected by the staffs of the universities.
The Rwanda election takes place in three consecutive levels. First is the Presidential elections, referendum elections and Parliamentary elections. The new constitution that was formed ensures that the members of the Senate should be elected through indirect votes. Where as the members of Chamber of Deputies will be elected through direct universal suffrage for the period of five years.
In Presidential elections the President is elected for a period of seven years by the people directly. Under the rule of the new constitution the President is elected by direct universal suffrage with simple vote majority. The President is elected as the head of the state for seven years by the people Candidates from different political parties stand in the elections. Even the members of some independent parties stand in the Presidential elections. Paul Kagamo is the present President of Republic of Rwanda.
Referendum is another popular mode of election at Rwanda. The main criteria of Referendum elections is that the candidates are need to furnish all the conditions given in Article 204 of the constitution of Rwanda. The major provision for contesting in Rwanda elections is that the President and the Prime Minister must belong to separate political party. It also prohibits the use of ethnicity, religion, caste or race as a method of propaganda by the political parties. Referendum election states that the President should be elected for the period of seven years through universal suffrage.
Members of different political parties contests in Parliamentary elections. The Prime Minister is the head of the Parliament and the Cabinet of ministers. The Prime Minister is nominated by the President. The main parties that contests in Parliamentary elections are Liberal Party whose leader is Prosper Higiro, the Rwanda Patriotic Front whose leader is famous Paul Kagame, Democratic Socialist Party whose leader name is Dr. Vincent Biruta, Front Patriotique Rwandais (FPR), Parti Démocratique Idéal (PDI) and various other parties.
