Federal Assembly Russia functions as the parliament of Russian Federation. It is a legislative body of the government of Russian Federation. The Assembly has two chambers. One is known as the State Duma and the other is called Council of the Federation.
Federal Assembly Russia functions on a permanent basis. Its two chambers organize separate sittings. But in special cases, joint sittings are also held. But the members of one chamber can not seek membership in the other chamber at the same time.
The Council of the Federation welcomes one representative from executive body and another from legislative body. Whereas, there are 450 deputies in the State Duma and it is elected for tenure of 4 years. The Chairman of both the houses is elected from the present deputies of the two houses.
The two chambers of Federal Assembly Russia are assigned with the duty to hold commissions and committees. They can also hold certain hearings of parliament if necessary. An Accounting Chamber is created by both the houses during federal budgets.
The Council of the Federation and the State Duma abide by the Constitution of the Russian Federation. The President of Russian Federation can dissolve the State Duma if required following the Articles 117 and 111, as stated in the Constitution.
The Council of the Federation can approve a decree to introduce emergency in the state, if it is sent by the President of the country. The State Duma can advance the charges for impeachment against the President of Russian Federation.
