Federation Council of Russia is the upper house of the parliament of Russia, also known as the Federal Assembly of Russian Federation. It is a part of the legislative body of the government of Russian Federation.
The Federation Council of Russia came into existence from 23rd January 1996. The council has one representative from the executive body and the other one from the legislative body. But a member of one chamber of the Federal Assembly can not join the other chamber at the same time.
The Federation Council organizes separate sittings. At times, State Duma and the Federation Council hold joint sessions. The members of the Federation Council of Russia enjoy certain privileges during their tenure. Other than exceptional cases, the members can not be arrested or detained. The Chairman for the Council is elected from the present deputies.
Functions of Federation Council of Russia
Federation Council exercises certain powers which are stated in the Article 102 of the Constitution of Russia. It can approve the decree sent by the President regarding marital law as well as declaration of emergency in the state. It has active role in the impeachment of the President. It can appoint judges to the law courts in the country.
Federation Council of Russia is assigned with the function to arrange commissions and committees. The body may also attend parliamentary hearings, if required. Before a federal budget, the Council has to organize for an Accounting Chamber.
