Surfing few sites is denied mainly because of security reasons. At times few sites are prone to containing VIRUS. Apart from that in schools and offices sites are blocked so that the students or employees do not get distracted and they can concentrate on their work. Moreover it is not wise or ethical to visit certain sites at some places and it is not humanly possible to keep a check on every individual, so the systems are formatted. Often surfing chat sites or checking personal mails hamper work and that is why this monitoring is essential.
