The German Civil Service Training College was founded in 1947 by the French authorities as a state academy for administrative sciences in December 1997. The college later adopted its current name – German University of Administrative Sciences, Speyer.
Admission to the University courses is restricted to graduates of Law, Economics, History and Sociology. Applicants, who have passed equivalent examinations and qualified for a career in public administration can also apply.
The University covers three broad activities in the field of administrative sciences: postgraduate education; in-service training; and research. This includes training to would-be senior civil servants and research programmes in the field of Law, Economics and social problems of international, national and local administration.
The university is authorized to award doctorate degrees and may also offer job in the post of a Professor.
The in-service training is offered to senior civil servants in State government and local government authorities. Participants can come from all levels of administration (ministries, local government and specialized government departments) as well as from German and foreign universities and research institutes. In-service training courses are held during the lecture interim (February to April and September to October).
The courses are taught by professors and lecturers of the Speyer University and consist of:
- Management seminars
- Seminars on legislation
- Seminars on office and administrative computer science
- Seminars on European affairs
- Seminars on local administration theory and practice
- Workshop conferences on government
- Specialized and research seminars
- Open congresses and working conferences
- The in-service training conferences on political science held every spring, are open to all civil servants.
Facilities:
Since there is a small average number of 500 students per semester, a close contact with lecturers can be established and students can be given staff's best attention. All courses are tuition-free .No matter where one comes from, one can be sure of a warm welcome at the Speyer University.
