The university was founded in 1973 as a school for the training of teachers that had existed since 1945. In 1991 it was named after the writer and Nobel laureate Carl von Ossietzky.

The University of Oldenburg's library fittingly carries the official name "Library and Information System" (BIS) with modern information and communication technology as well as audio-visual media, along with 1.1 million books and 5,000 periodicals, the BIS media center offers audio and visual resources as well.
Housing
Oldenburg offers students an adequate selection of affordable housing. Numerous buildings and complexes have been built especially for students, and 1800 spots are available. Rent ranges between 100 and 230 Euro per month and includes utilities and fees for an internet connection.
