Paraguay Democracy was not achieved by means of legitimate struggle. The
Paraguay Democracy was the result of tangential ending of power fight among the elite in the Stroessner regime. The result of the struggle was a wide permanence between the elites in politics and administration.
The Democracy Program of Paraguay search for instituting good supremacy performances that respond to needs of the citizens, and is based on the Strategic Plan for years 2001 to 2006. The workings of the democracy program as follows:

- Strengthening of the Civil Society
- Support to the democratic political parties
- Support to anti-corruption initiatives
