The
legislature of Luxembourg plays a significant role in the government and political scenario of Luxembourg. It is the Parliament, the government and the Council of State who jointly have got the legislative power in Luxembourg. But each of them has got their own role to play in the Luxembourg legislature.
The Parliament of Luxembourg has got a total of 60 members. They are elected for a period of 5 years by a system of mixed one-person-one-vote suffrage and proportional representation. The most important function of the Parliament is to vote on bills. The various bodies that cooperate with the Parliament in exercising its right of inspection of the state administration are:
- The Parliamentary Committee
- the Audit Court
- the Ombudsman
The government is entitled to the right of taking any kind of initiation in legislative matters. This is also known as the Government initiative by which the government can table draft bills. Council of State scrutinizes the draft bills and then it is put to vote before the Parliament. The Grand Duke gives his assent after the vote, after which the legislative text is published in the Memorial.
The Council of State comprises 21 councilors. It gives its view on legislative matters especially on all private and draft bills. Its role is basically advisory by nature. Thus, it can be said that the
legislature of Luxembourg works through a joint effort of the above mentioned three branches.
