Founded in 1948, the Arkansas Blue Cross and Blue Shield is the largest health insurer in Arkansas, the US, serving nearly 40 percent of the fully insured market. The mutual insurance company,
which is a member of the Blue Cross and Blue Shield Association , is owned by its policyholders rather than by stockholders.
