The local administration of Cape Town underwent a sea change in October 2003. These changes were approved by the Cape Town City Council. The Executive Mayor of Cape Town is vested with statutory powers. He presides over the meetings of the Mayoral Committee. The mayor offers advice to the Council with regard to the preparation of the annual budget, taxation and expenditure.

The mayor also acts as the representative of the Council at special events, campaigns or while extending a welcome to dignitaries. The Cape Town mayor is also granted certain financial powers. These powers include:
  • The certification of the yearly budget. He consults the Auditor General's report as well as other audit reports before certifying the budget.

  • Allotment of the capital development fund and supervision of its disposal.

  • Decision-making regarding the guidelines and the index of development of the draft budget.

  • Sanctioning of funds amounting to anything between R1 million and R10 million.
