The public health system that is followed in Lisbon is same as Portugal. Health Insurance for Travelers

Tourists are not entitled for the health care facilities provided by the Portugal Government. A traveler who wants to stay in Lisbon for six months or a year in Portugal should have a travel, special long stay or international health policy.
