Lahore Development Authority was established with the acceptance of LDA Act of 1975. The act was accepted and approved by the Punjab Legislative Assembly. Prior to the establishment of the Development Authority in Lahore, it existed as the Lahore Improvement Trust.
Lahore Development Authority functions as a regulatory government body and is responsible for the construction and development of the city. The authority undertakes housing projects, commercial developments and private house within the city. Amusement parks, green areas and urban sectors are also established by the Lahore Development Authority.
Development Authority of Lahore is subdivided into three main units. The units and their functions are listed below:
- Urban Development Wing – The various sections of this department are responsible for the planning and designing of the various development projects in the city.
- Water and Sanitation Agency – This functions as a subsidiary agency of the LDA and is responsible for planning, maintenance,development, water supply and

sewerage and drainage system in the city. Subdivided into a number of sections, this agency is headed by the Senior Officer. The agency was established in the year 1987.
- Traffic Engineering Planning Agency – Created in 1989, this department is responsible for the proper functioning of the traffic and transport systems of Lahore. The department also undertakes projects for planning the development of roads in Lahore.
The mission statement of Lahore Development Authority is to ensure planned development of the city and to provide its inhabitants with a secure and quality metropolitan life. This department of the Lahore government desires the optimum and effective utilization of recourses without exhausting it.
Lahore Development Authority is spearheaded by the Chairman, who is also the Zila Nazim of Lahore City District. The authority also comprises of other board of governors such as Town Nazims and the representatives of Finance Department, Local Government and Rural Development Department, Housing Urban Development, Planning and Development Board Punjab and other such departments.
