After the privatization of Research and Training Institute of Public Works Department in the 1997, it was renamed as Kumpulan Ikram Sdn Bhd (KISB). It was in 1998 that the Ikram College was set up with an objective to materialize the tertiary education activities of KISB. In 2001, Ikram College came to be known as Ikram College of Technology. In 2003 it came to be known as Kuala Lumpur Infrastructure University College.
