Tokyo Metropolitan Small Business Center was set up in 1966 July as a public-interest organization. Established by Tokyo Metropolitan government it works towards developing and stabilizing Tokyo based medium and small scale industries. This body is also famous as Tokyo Metropolitan Small Business Promotion Agency.

The functions of Tokyo Metropolitan Small Business Promotion Agency comprise:
- Business Formation – Under this function the Small Business Center arranges for two categories of entrepreneurial development courses: Beginners, and Intermediate. The development courses are in management, venture entrepreneurship, female entrepreneurship, Nursing care support and welfare, and general entrepreneurship.
- Consultancy - This business promotion agency offers consultancy on a variety of topics. These topics include i) business formation with emphasis on incorporation, promotion and expansion, ii) business operation with reference to financing, aid, loans, and marketing; iii) labor related matters, iv) legal

matters, v) designing of business plans, vi) accounting, tax practice, and direct financing, vii) IT support, viii) designing support, ix) support in getting an ISO certification, and x) management buyout (MBO), merger and acquisition (M & A)
- Employee Training and Cultivation of Human Resources – This Tokyo Business Promotion board conducts various forms of training for personnel of its member concerns. These trainings are classified into manner training, leaders' training, stratified training, claims handling, coaching, problem solving, and careless mistake prevention training.
- Financing - Tokyo Metropolitan Small Business Promotion Agency provides financial assistance for developing new markets, acquiring an ISO certification, and technological development for its member units.
- Development of new markets - Industry leaders provide expertise on introduction of new products in the market by the small and medium manufacturers and traders.
Other similar functions include welfare programs, globalization, regional economic rejuvenation, and corporate revival.
Tokyo Metropolitan Small Business Center has its head office in Kanda, Chiyoda-Ku, Tokyo 101 0025, near Akihabara railway station.
