Metropolitan Police Department (MPD) is responsible for the safety of twelve million people living in Tokyo. Formed in 1874, the Tokyo Metropolitan Police Department is located in Kasumigaseki in central Tokyo.

- Eradication of Organized Crime – The MPD in 2001 September formed the Organized Crime Control Headquarters to suppress the activities of organized criminal groups. In October of the following year the Firearms and Drug Control Division was established to reinforce the Organized Crime division.

- Create a Pleasant Dwelling Environment and a Peaceful Society - To prevent the occurrence of crimes like snatching, burglaries and robberies, the MPD has set up a Special Headquarters for crime deterrence and promoting street safety. Police hot lines and emergency alarm posts have been erected in Tokyo localities enabling the residents to send a distress signal as and when needed.
- Ensuring safe Urban Transportation - The increase in vehicular traffic on Tokyo roads has led to a rise in road accidents In an effort to ensure unobstructed traffic flow Tokyo MPD has updated their traffic control center and communication service to mobile patrol forces.
- Juvenile Support – In an effort to reduce juvenile crime like drug abuse, under-age sexual crime and murder the MPD organizes corrective and preventive workshops. These are arranged on a continual basis with the help of local communities, schools, and volunteers.
