Helsinki City Council is an administrative body of the city, which is composed of 85 members. The members of Helsinki City Council are elected by municipal elections, which are held on every fourth year.
The importance of the Helsinki City Council lies in the fact that it is the highest organ of the city, which is endowed with decision-making powers. It makes the crucial decisions on the different important financial matters of the city such as the income tax percentage, the budget and the appropriations of various administrations.

has a big hand in appointing the significant city organs and it fills in the important posts. It also vests its own powers in the City Board, officials, boards, committees and other city organs. It is because of this that the Council can concentrate on more important issues and their development in a better way.
The Helsinki Group is formed by the City of Helsinki and every corporation, foundation and establishment where the city of Helsinki has some authority. The City Council of Helsinki decides on the way the Group is organized, sets various goals for its activities and even approves of its accounts.
