Hong Kong Urban Council carried out the municipal functions on Hong Kong Island and in Kowloon. The Department for Urban Services used to execute these functions. Initially, the Urban Council of Hong Kong was known as the Sanitary Board that was founded in 1883. The present name was given to it in the year of 1936.
Hong Kong Urban Council carried out the following services and functions:
- Recreational activities
- Entertainment and cultural venues
- Issue of licenses
- Ticketing
- Registration and control of hawkers
- Libraries

These services were executed by the Department for Urban Services that happens to be its executive branch. Among the festivals, the Urban Council at Hong Kong has played significant role in the International Film Festival and the Festival of Asian Arts. It has provided financial aid to various art groups like the Hong Kong Repertory Theater that came up in 1977. The Hong Kong Urban Council took over the administration of the Hong Kong Dance Company, founded in 1981.
However on 31st of December, 1999 the Urban Council of Hong Kong was dissolved by Tung Chee Hwa, the Chief Executive. His aim was to centralize municipal services. The Food and Environmental Hygiene Department and the Leisure and Cultural Services Department replaced the Hong Kong Urban Council and the Hong Kong Provincial Regional Council.
