Hong Kong Regional Council (RegCo) carries out the municipal functions in the New Territories of Hong Kong. However, the administration of the New Kowloon area did not fall under its purview. The executive branch of the Regional Council of Hong Kong was called the Regional Services Department. Sha Tin Station was the headquarters of the council.
Hong Kong Regional Council came up in the year of 1985. It consisted of a body of representatives from the district boards and constituencies. In July, 1997, the Hong Kong territory was handed over to the Chinese by the British. After this incident, the Hong Kong Regional

Council came to be known as the Provisional Regional Council. Lee Wing Tat and Ng Ming Yam were former members of the council.
After the hand over of territory took place, some new members were selected by the Chief Executive who worked in cooperation with the former members. However, on 31st of December, 1999, the Regional Council of Hong Kong was dissolved as per the plans of the Chief Executive Tung Chee Hwa. His visionary was to centralize the municipal services. Food and Environmental Hygiene Department and the Leisure and Cultural Services Department took over the functions of the council.
