In the year 1928, King Amanullah of Afghanistan redesigned the Kabul City after his tour of Europe and Iran. Foreign experts were called in to redevelop the city. At that time Paghman was a small village situated at the base of the Hind Kush. Over the years, this village turned into a popular holiday retreat replete with chalets and villas.
The Paghman garden was beautifully designed in European style. Resembling the same style, many buildings were built by the German and French architects in western Kabul. After these constructions, the Paghman garden of Kabul soon became the battle ground of the Mujaheddins. Though some remains of the garden still exist it has completely lost the style of Arch de Triomphe arch.
