Euro Cup 1984 Participating Teams included the national teams of 32 countries. Among them, seven qualified for the final rounds and were joined by France, who was automatically selected for being the host country. Some of the teams, which had participated in the qualifying rounds, included Belgium, Scotland, USSR, Turkey, Malta, Republic of Ireland, Switzerland, the Netherlands and Finland.

The participating teams of Euro 1984 were placed in two groups, A and B. The first group consisted of hosts France, Yugoslavia, Belgium and Denmark. Spain, West Germany, Romania and Portugal were part of the second group. The top two teams from each group advanced to the semi finals. France and Denmark qualified from Group A while Spain and Portugal were the top two teams from Group B.
